KEY CALIFORNIA RECYCLING LAWS

Laws and Regulations
The Integrated Waste Management Act of 1989, AB 939, requires local governments to prepare plans and implement programs to achieve 50% waste reduction by the year 2000. AB 2494, passed in 1992, refined and standardized methodologies to measure and report waste disposal reduction via a jurisdiction's Annual Report. AB 75, passed in 1999, requires state agencies to meet a waste diversion goal of 50% by 2004 and to document efforts in meeting these goals. In 2001, the state's Integrated Waste Management Board established as one of seven strategic goals, the promotion of a "zero-waste" California. State agencies must meet recycled content procurement goals in 12 product categories with varying minimum content levels specified.

Please note that it is illegal to remove a properly functioning catalytic converter and that aftermarket catalytic converters are not legal for installation in California on OBD II vehicles (some 1994 & 1995, and all 1996 and later vehicles).

    "Education remains a top priority for Governor Gray Davis and when students participate in school recycling and conservation projects with a focus on protecting the environment, they learn better and their performance in science-centered instruction improves notably," said Winston Hickox, Secretary for the Environment. Hickox was in Concord today to announce the California Environmental Protection Agency’s (Cal/EPA) support for the state’s new school recycling and environmental education law (Senate Bill 373, Chapter 926, Statutes of 2001).
    Authored by Senator Tom Torlakson (D-Antioch), the new law contains broad requirements to integrate environmental education with standards-based science classroom curriculum. The law requires that environmental concepts be incorporated into the California State Science Framework for K-12 classroom education. At the same time, the law seeks to increase the presence of recycling programs on school campuses statewide and requires Cal/EPA and the California Integrated Waste Management Board to help districts achieve this goal.
