Laws and Regulations
State procurement code mandates that, whenever it is economically and practically feasible, 40% of the dollar amount of paper purchased by the state be recycled. The aggregate rate increases to 50% by July 1, 2000. For high grade printing and writing paper to qualify as recycled, it must contain at least 50% recovered material, 30% of which must be postconsumer waste. Beginning July 1, 1998, the postconsumer content requirement increases to 40% and again to 50% by July 1, 2000.

Illinois Vehicle Emissions Inspection Law and The Federal Clean Air Act
In 1986, the Illinois Environmental Protection Agency (EPA) began a basic idle test in the areas of the state that are not in compliance with federal health based air quality standards (“ozone non-attainment areas”), in the metropolitan Chicago and East St. Louis areas.
The federal Clean Air Act amendments further required the state of Illinois to administer an enhanced emissions test using newer technology. The Illinois Vehicle Emissions Inspection Law of 1995 (625 ILCS 5/13B) authorizes the enhanced test, which was implemented on February 1, 1999.
Dr. George R. Lester, President of George Lester, Inc., is a consultant on catalysts in environmental and energy conservation applications. He is also an Adjunct Professor in the Center for Catalysis and Surface Science of Northwestern University, Evanston, Illinois. ... Dr. Lester was a pioneer in the development of catalysts designed to destroy all three of the noxious auto exhaust pollutants (carbon monoxide, hydrocarbons and nitrogen oxides), and developed one of the earliest catalysts (LEANOX™) for destruction of nitrogen oxides in the exhaust of fuel-lean automotive and stationary engines. He was a key player in programs leading to catalysts for protection against chemical warfare attack, and is one of the inventors of the very lightweight catalytic converter that is being used for removal of ozone from the cabin pressurization air on the Boeing 777 and other airliners.
