Laws and Regulations
1989 law set a 35% recycling goal by December 31, 1996, for the Greater Minnesota (outside the 7-county metro area of Minneapolis and St. Paul) area and a 50% recycling goal for the metro area. Source separation plans are required for each SWM district. All counties must provide the opportunity to recycle to residents, which means they must have one recycling center available that collects four broad types of materials. The county must also have curbside pickup (in cities with a population of 5,000 or more) and collection centers that are convenient for people to use. 40% of waste was recycled in 1998 (46% with waste reduction and yard waste credits). For 2002, the state recycling rate was 39% (47% with waste reduction and yard waste credits). Individual counties have set their own goals in the planning process.

The Rechargeable Battery Recycling Corporation (RBRC), a nonprofit public service organization dedicated to recycling rechargeable batteries and cell phones, announced today the recipients of its third annual “Community Recycling Leadership Award.” This award recognizes RBRC community program participants for their outstanding efforts in rechargeable battery recycling. The $23 million Labovitz School of Business and Economics currently under construction at University of Minnesota Duluth is expected to be the first new construction at the University of Minnesota to achieve LEED-certification. Green features include: Forest Stewardship Council certified wood; heat recovery; occupancy and daylight sensors; locally sourced and renewable/recycled building materials, and water efficient fixtures. The 65,000 square-foot building is expected 40% lower operational costs than a conventional equivalent. The building will open in mid-2008.
