Laws and Regulations
1990 law, SB530, established a 40% waste diversion goal by 1998. State increased the percent of solid waste recovered from 10% in 1990 to 26% in 1995 to 33% in 1996. In 2001, the diversion rate reached 41% and in 2002 the diversion rate was 43%. Diversion includes waste reduction, recycling and composting. Goal still stands at 40% for the state. There is no mandate to meet this goal and no penalties for non-achievement. The goal has been met and surpassed. The Department of Natural Resources is continuing to make efforts to increase the diversion rate for the state of Missouri.

    The following items are not recyclable at the centers: Appliances-any and all types, including, but not exclusive to: washing machines, stoves, dishwashers, ovens, dryers, refigerators, or microwaves. Automobile parts: batteries, tires, gas tanks, seats or nonmetallics. Other strictly-metal parts are acceptable. Lawn mowers. Drums, cans, or hydraulic cylinders that are full, partially full, or containing residue of oils, grease, paints, latex, solvents, cleaners, or any types of dangerous chemicals. Aerosol spray cans. Asbestos or materials containing asbestos. Compressed gas cylinders or containers that are sealed, including Freon canisters, explosive devices, helium tanks, or propane tanks.
